【摘要】:1.1Intent1.1.1Thisguidecoversequipmentusedinshieldedcellorcanyonfacilitiesfortheprocessingofnuclearandradioactivematerials.Itistheintentofthisguidetosetdowntheconditionsandpracticesthathavebeenfoundnecessarytoensureagainstortominimizethefailuresandoutagesofequipmentusedunderthesubjectcircumstances.1.1.2Itisintendedthatthisguiderecordtheprinciplesandcaveatsthatexperiencehasshowntobeessentialtothedesign,fabrication,andinstallationofequipmentcapableofmeetingthestringentdemandsofoperating,dependablyandsafely,inanuclearprocessingenvironmentthatoperatorscanneitherseenorreachdirectly.1.1.3Thisguidesetsforthgeneralizedcriteriaandguidelinesforthedesign,fabrication,andinstallationofequipmentusedinthisservice.Thisserviceincludestheprocessingofradioactivewastes.Equipmentisplacedbehindradiationshieldwallsandcannotbedirectlyaccessedbytheoperatorsorbymaintenancepersonnelbecauseoftheradiationexposurehazards.Inthetypeofshieldedcellorcanyonfacilityofinteresttousersofthisguide,eitherthebackgroundradiationlevelremainshighatalltimesoritisimpracticaltoremovetheprocesssourcesofradiationtofacilitateinsiturepairsorcarryoutmaintenanceproceduresonequipment.Theequipmentisoperatedremotely,eitherwithorwithoutvisualaccesstotheequipment.1.2Applicability1.2.1Thisguideisintendedtobeapplicabletoequipmentusedunderoneormoreofthefollowingconditions:Thematerialshandledorprocessedconstituteasignificantradiationhazardtomanortotheenvironment.Theequipmentwillgenerallybeusedoveralong-termlifecycle(forexample,inexcessoftwoyears),butequipmentintendedforuseoverashorterlifecycleisnotexcluded.Thematerialhandledorprocessedmustberetained,contained,andconfinedwithinknownboundsforreasonsofaccountabilityortominimizethespreadofradioactivecontamination.Thematerialshandledorprocessedmustbekeptandmaintainedwithinoneormoreofthefollowingconditions:Inaspecificgeometricarrayorconfiguration,andWithinarangeofconditionsthathavebeendeterminedtobeacriticallysafesetofconditionsforthatpieceofequipment,thatis,1)inagivenandspecifiedoperationalpositionwhereadjacentnuclearcriticalityinteractionconditionsareknownandunchanging,2)foragivenandspecifiedsetorrangeofoperatingconditions,and3)foragivenandspecifiedprocess.Theequipmentcanneitherbeaccesseddirectlyforpurposesofoperationormaintenance,norcantheequipmentbevieweddirectly,forexample,withoutinterveningshieldedviewingwindows,periscopes,oratelevisionmonitoringsystem.1.2.2Thisguideisintendedtobeapplicabletothedesignofequipmentfortheprocessingofmaterialscontaininguraniumandtransuraniumelementsinanyphysicalformunderthefollowingconditions:Suchmaterialsconstituteanunacceptableradiationhazardtotheoperatorsandmaintenancepersonnel,Theneedexistsfortheconfinementofthein-processmaterial,ofdustsandparticulates,orofvaporsandgasesarisingorresultingfromthehandlingandprocessingofsuchmaterials,andAnyoftheconditionscitedinapply.1.2.3Thisguideisintendedtoapplytothedesign,fabrication,andinstallationofancillaryandsupportservicesequipmentunderthefollowingconditions:Suchequipmentisinstalledinshieldedcellorcanyonenvironments,orSuchequipmentisanintegralpartofanin-cellprocessingequipmentconfiguration,oranauxiliarycomponentorsystemthereof,eventhoughanequipmentitemorsystemmaynotdirectlyholdorcontainnuclearorradioactivematerialsundernormalprocessingconditions.
